DoTM Warns Against Non-Standard Headlights and Pressure Horns, Cites Legal Action

Kathmandu. The Department of Transport Management (DoTM) has issued a warning against the installation and use of headlights and pressure horns that do not conform to manufacturer specifications and approved technical standards, stating that violators will face action under prevailing laws.
In a notice issued on Tuesday, the department said it has observed a rising trend of vehicle operators installing additional or modified lighting systems that deviate from approved technical specifications, either in designated positions or other parts of vehicles.
DoTM stated that such modifications can obstruct other road users and increase the risk of accidents, including hazards to pedestrians.
Citing legal provisions, the department referred to Section 39 of the Road and Transport Management Act, 2049, which prohibits alterations to a vehicle’s type or structure without prior approval from the concerned authority. It also noted that Section 160 of the same Act allows for fines ranging from Rs 1,000 to Rs 5,000 for unauthorized modifications.
The department further reiterated technical standards outlined in the Vehicle Inspection/Test Standards, 2074, for lighting and horn systems.
According to the notice, low-beam headlamps must have a light intensity between 15,000 and 30,000 candelas. High-beam headlamps must maintain 100,000 candelas per lamp, with a combined minimum of 200,000 candelas for all four headlamps. The installation of additional lights that do not comply with these standards has been prohibited.
Similarly, horn sound levels must be maintained between 90 decibels (dB) and 112 decibels. The department has strictly prohibited the use of pressure horns or any other horn systems that exceed the prescribed noise limits.
DoTM said strict legal action will be taken against vehicles found violating these provisions under applicable laws and regulations.
