Tribhuvan University Service Commission Locked Over Computer Science Associate Professor Exam

Kathmandu: The Tribhuvan University Service Commission office has been locked. The Computer Science Students’ Association locked the office, alleging that the names of unqualified candidates were also accepted in the Computer Science subject exam for the post of Associate Professor, which is scheduled to be held on Tuesday.

Along with the Service Commission, the students also locked the office of the Dean of the Institute of Science and Technology on Sunday night. However, the lock was opened after the Dean’s Office gave a verbal commitment to help address the demand, said Nischal Budhathoki, president of the Computer Science Students’ Association. The lock at the Service Commission remains.

On 21 Jestha, the Tribhuvan University Service Commission advertised posts for Associate Professors in 102 subjects, including 14 in Computer Science. Budhathoki claims that only those who have studied MSc CSIT or MSc CS should be eligible for the post of Associate Professor in Computer Science. However, the students have objected to the fact that the commission made the eligibility list public by considering candidates who studied different subjects from other universities as eligible for the examination.

Chairman Budhathoki said, “This time, the commission has also included candidates who studied IT subjects that do not match the computer science curriculum of Tribhuvan University. This is against the rules.”

According to him, last Ashar, the ‘Computer Science Subject Committee’ prepared a procedure with a decision that candidates must have studied MSc CS and MSc CSIT to participate in the Service Commission examination. The procedure states that teachers must have obtained the same subject or a similar degree to run the MSc CSIT program. The procedure states, “A minimum of five full-time teachers per section who have obtained MSc CSIT or a similar degree and have fulfilled the qualifications as per Tribhuvan University rules must be appointed.”

According to the student organization, ‘similar’ refers only to MSc CA. However, they say that the commission has also issued admission letters to candidates from other unrelated IT subjects. Similarly, they have also suspected financial manipulation, saying that candidates who were found ineligible in previous advertisements have been found eligible this time.

The main demand of the students is that candidates who were found ineligible in the past should be investigated and barred from the examination. They also say that if such candidates are found eligible, the commission should provide a written justification.

Regarding the issue, Tribhuvan University Service Commission Chief Bishnu Aryal said that the new procedure cannot be accepted since the advertisement was opened in Jestha and the subject committee sent the procedure only in Asar. He said, “After the advertisement was made in Jestha, the procedure that came in Asar cannot be implemented without approval from the Academic Council. Since all preparations for the examination have been completed, it is not possible to change the list without a court order.”

Aryal claimed that candidates are selected on the basis of equality in other subjects as well, and the same practice has been followed in Computer Science. However, the students are continuing the lockout, insisting that only eligible candidates should be allowed to compete. The dispute remains unresolved due to a lack of coordination with the Vice Chancellor’s Office.
