Serial Attacks on Government Systems Under the Guise of Gen-Z and Pro-Monarch Groups, Two Youths Arrested

Kathmandu: Police have arrested two youths on charges of hacking the websites of government and non-government bodies while operating under the guise of Gen-Z rebellion and pro-monarch supporters. A team deployed by the Cyber Bureau recently arrested them from Jhapa and Sindhupalchowk.

Those arrested are 20-year-old Santosh Chimaria of Mechinagar Municipality-9 in Jhapa and 19-year-old Bikash Poudel, a permanent resident of Damak Municipality-9 in Jhapa who is currently living in Sangachokgadhi Municipality-9 in Sindhupalchowk.

According to the Cyber Bureau, groups including ‘Gen-Z Rising Nepal’, ‘CMD Nepal’, and ‘Nepali for Nepal (NFN)’ have been carrying out serial data breaches targeting the servers and information systems of various government offices for the past few months. The groups allegedly promoted these attacks through social media. Based on complaints received from the Nepal Medical Council, the National Identity Card and Registration Department, and the Election Commission of Nepal, the bureau confirmed their involvement through technical analysis and investigation.

Chimaria was arrested on December 14, 2025, from Sindhupalchowk, while Poudel was arrested on January 2, 2026. Cyber Bureau spokesperson Superintendent of Police Deepak Raj Awasthi told TechPana that Chimaria was first identified during the analysis of systems linked to the Registration Department and the Medical Council. He said Poudel’s involvement was later revealed through Chimaria. According to him, Poudel’s role appears more prominent so far, and further investigation is ongoing.

The Cyber Bureau said a large quantity of electronic equipment was recovered from the two youths. The seized items include four laptops, 10 Android mobile phones, one iPhone, one feature phone, one hard drive, and one repeater.

Police have extended their remand under the Electronic Transactions Act, 2063 BS, and are continuing the investigation.

‘Nepali for Nepal’, ‘Gen-Z Rising Nepal’, and ‘CMD Nepal’ are the same groups that had been sharing claims of hacking various government and non-government websites through Telegram. Police said the group had also uploaded posts supporting Durga Prasai and former King Gyanendra Shah on compromised websites.
