Communications Minister Kharel Holds Active Congress Membership and Regional Representative Post

Kathmandu: Newly appointed Minister for Communications and Information Technology, Jagadish Kharel, has been found to be an active member of the Nepali Congress and a regional representative. Kharel took active membership of the Congress from Kalinchowk Rural Municipality Ward No. 7, which falls under Provincial Assembly Constituency No. 2 of Dolakha district.

The active membership dispute in the Congress continues. But since there is no dispute in some districts, including Dolakha, the Congress has already published the list of active members of those areas on its official website.

Dolakha has one constituency for the House of Representatives and two constituencies for the Provincial Assembly. Kharel took active membership from Ward No. 7 of Kalinchowk Rural Municipality under Constituency No. 2. His name appears at number 153 in the membership list published by the Congress.

Kharel had obtained active membership before the party’s 14th General Convention. He was elected as a regional representative on the basis of that membership.

Local Congress leaders in Dolakha and Kalinchowk have confirmed that the active member Jagadish Kharel and the current Minister of Communications Jagadish Kharel are the same person. Party workers at the district and local levels also said he was elected as a regional representative in the Congress’s previous general convention.

“The name matches, and the person is the current Minister of Communications. He is the one who took active membership of the Congress. However, Kharel is not that active in local politics. He had taken membership before the 14th General Convention and became a regional representative,” a local leader told TechPana.

Nepal Fact Check has also confirmed that the claim about Kharel, who served as Minister of Communications in the Sushila Karki-led interim government, being an active Congress member is true.

A news article written by Ramesh Khatiwada for Nagarik News on 4 Asoj 2078 BS, titled “New Faces of Different Professions in the Dolakha Congress Convention,” was also published on the subject.

The article stated: “Television personality and well-known interviewer Jagadish Kharel has joined the active politics of the Congress and was elected as a regional representative from Kalinchowk Rural Municipality-7 Sunkhani to participate in the district convention. He works for Image Channel and is famous for his television interviews. Although there is talk of him contesting for the general convention representative, Kharel has not yet publicly announced which position he will run for. However, it is expected that he too may become a candidate for the general convention representative. In a conversation with Nagarik News, he said he would announce his candidacy soon.” (Translated)

Since Tuesday morning, posts with photos have been circulating on social media, including Facebook, claiming that Kharel is an active Congress member. According to the Congress statute, in a ward with 125 or fewer active members, the ward convention directly elects nine representatives, including at least three women, for the provincial assembly regional convention.

There are 167 active members in the ward where Minister Kharel holds membership.

If there are more than 125 members, six additional regional representatives, including two women, are elected for every 100 additional active members, up to 75. Regional representatives elected from all wards of a rural municipality also become members of the rural municipality convention.

RSP Candidate Jagdish Kharel Is A Different Person

A screenshot of the candidate list for the House of Representatives election on the Election Commission website has also gone viral on social media. It shows a candidate named Jagdish Kharel of the Rastriya Swatantra Party, with the bell symbol, who received 3,801 votes from Dolakha Constituency No. 1.

Some social media users are asking if this candidate is the same as the current Minister of Communications Jagadish Kharel. But this Jagdish Kharel is a different person. Minister Kharel is a resident of Ward No. 7 of Kalinchowk Rural Municipality. The candidate is from Ward No. 8 of the same municipality. The names of their parents are also different.

Details available on the Election Commission’s website show that the face of candidate Jagdish Kharel and the face of Minister Jagadish Kharel do not match. The names of their fathers also differ.
