Kathmandu. The Kathmandu Valley Traffic Police Office has begun testing video-enabled walkie-talkies as part of efforts to modernize its communication system and improve field monitoring.
According to Traffic Police Spokesperson and Superintendent of Police (SP) Naresh Raj Subedi, the new multifunctional devices are being tested as an alternative to traditional walkie-talkies, which are limited to voice communication.
The upgraded devices allow officers to make calls, capture photos, record videos, and instantly transmit them to the control room. They also feature GPS tracking, enabling supervisors to monitor the real-time location of personnel deployed in the field.
“Through this technology, the control room can clearly identify where traffic police personnel are stationed, which will further strengthen police presence and transparency,” Subedi said.
Traffic police believe the system could also help reduce disputes that arise during traffic enforcement operations, including traffic rule violations and drunk-driving (MAPASE) checks.
“In many cases, disagreements occur between drivers and traffic police officers,” Subedi said. “If this technology is implemented, it can serve as evidence collection as well. Violations can be recorded directly and transmitted to the control room, making it easier to resolve disputes.”
According to police officials, the technology could play a particularly important role in ensuring transparency during MAPASE checks. Video records sent directly to the control room would allow supervisors to verify enforcement actions and review any discrepancies.
Subedi said the system could help identify situations where enforcement records do not match the actual number of violations detected, reducing the possibility of irregularities and increasing accountability.
Another feature of the device is that traffic fine receipts generated through the system include GPS coordinates and a map showing the exact location where action was taken. Police say this will help eliminate disputes regarding the location of enforcement actions.
The devices are currently in the testing phase. If the trial proves successful, traffic police plan to expand their use throughout the Kathmandu Valley before gradually introducing the technology in other parts of the country.
