All Tribhuvan University Campuses, Departments To Be Managed Through Single Portal

Kathmandu: Tribhuvan University has initiated the process of implementing the Integrated Educational Management Information System (IEMIS) to bring all its departments and campuses under a single umbrella. The General Administration Division under the Office of the Registrar on Monday formally began the process by requesting letters of intent from consulting companies to provide suggestions for the development of the system.
Although most university bodies have already gone digital, they currently use different software based on their individual needs and convenience. Separate systems are in place for student online services, financial management, and employee administration.
Due to this fragmented setup, information cannot be integrated, creating challenges in overall management. As a result, the university has introduced the concept of a centralized system, said Sushil Bhatta, a computer engineer at the General Administration Division. He stated that once the system becomes fully operational, data from all constituent campuses, central departments, and affiliated colleges of Tribhuvan University will be managed through a single centralized portal.
As part of a phased implementation strategy, the university will initially run a pilot project in 12 locations. Under this phase, institutions including Shankar Dev Campus, Central Department of Technology (Dharan), Thapathali Engineering Campus, Birgunj Nursing Campus, and Amrit Science Campus (ASCOL) have been selected. Only after successful integration in these institutions will the system be expanded to other departments and bodies of Tribhuvan University.
The integrated system will cover multiple functions, including student admission, daily attendance, internal evaluation, result publication, scholarship management, and grievance redressal. There is also a plan to link the system with the national platform of the University Grants Commission (UGC).
According to Engineer Bhatta, the system will be centralized for the convenience of students, professors, and employees. Students will be able to access services ranging from admission to obtaining academic certificates through a single portal. The system will also allow users to view examination results and submit online applications. He said this would eliminate data duplication, increase transparency in university operations, improve employee performance management, and help track students’ academic progress.
The deadline for interested consulting companies to submit applications for the development and implementation of the system is January 6, 2026. To be eligible, a company must be registered in Nepal and have at least seven years of experience in software consulting. Applications may be submitted individually or as a joint venture (JV) of up to three companies.
Participating companies must have experience in developing large-scale systems such as MIS, ERP, or IMIS. Additionally, the average annual turnover for any three years out of the last five years must be at least Rs. 5 million. Companies with an annual turnover exceeding Rs. 10 million will receive higher evaluation scores.
Regarding human resources, companies must have system analysts, database specialists, senior programmers, and security experts with a master’s degree and a minimum of five years of experience. Tribhuvan University has clarified that experience from contracts valued below Rs. 1 million will not be considered during evaluation. In the selection process, 80 percent weightage will be given to technical criteria and 20 percent to financial criteria.
Interested companies can register free of charge through the Public Procurement Monitoring Office portal. Engineer Bhatta said the university will invite detailed proposals from shortlisted companies after reviewing the letters of intent.
